Dr Carlos Colman Meixner


Works in the High-Performance Network (HPN) Group of the Smart Internet Laboratory since Sept 2017. 

Received the Ph.D. (2016) and MSc (2014) in Electrical and Computer Engineering from the University of California, Davis, USA, with major in "Networks" and minor in "Systems Architecture," dissertation on "Cloud Network Resiliency in Optical Networks."

Co-authored several technical reports, white papers, and scientific articles related to optimal and resilient design planning, management, and validation of virtualized cyber-physical services, infrastructures, and business models (e.g., 5G, Neutral Host, Cloud, Edge, RAN, disasters resiliency). Work published in reputable journals such as IEEE Communication Surveys and Tutorials, IEEE IoT Journal, OSA Optic-Express, and Springer Lecture Notes on Computer Sciences (LNCS) book series. And in relevant peer-reviewed conferences such as IEEE ICC, IEEE Globecomm, and OSA ACP.

From 2001 to 2010, he served as University Professor in Communication Networks, Cyber Security, and Distributed Systems with UCSA and UAA (3rd Paraguayan Ranking), Asunción, Paraguay.

Since 1998, he has been contributing to various significant development and innovation projects funded by Itaipu, IADB, UNDP, Worldbank, USAID, KOICA, and the E.U. (H2020 FUTEBOL, 5GCity, and 5GClarity).

2017 – Fellowship Level 1 - PRONII – National Council of Sciences and Technology - Paraguay

2007 - Honouring Mind Wide Open Achievement, Global Recognition Award in Education, Cisco Systems, USA 

2001 - Perpetual Recognition Class 2000, National University of the East (UNE), Paraguay.

Research interests

My current research and professional interests include Optimization, Artificial intelligence (A.I.),  Algorithms,  Design of systems and platforms, networks (e.g., software-defined networking, virtualized networking), Cloud/Edge computing (e.g., MEC, NFV, and 5G), IoT, and smart cities, disasters and attacks resilient cyber-physical infrastructures, and global sustainability.
