The Human Rights Implementation Centre (HRIC) is pleased to welcome Dr Pauline Jacobs from the University of Utrecht (the Netherlands) for a study visit this week. The links with Dr Jacobs were established by Dr Elina Steinerte of the HRIC, in the remits of the project Developing the strategy and practical tools for the Dutch NPM’s engagement in situations when the Dutch prisons are leased by foreign governments to hold prisoners under their jurisdiction, which came to completion earlier in 2016. This project was funded by the ESRC Impact Acceleration Account.

The research of Dr Jacobs focuses upon international supervisory mechanisms, in the field of preventing ill-treatment in prison and the role of the Dutch NPM in this dynamic field.

The visit builds on the experience and knowledge of the HRIC on the effective implementation of OPCAT and the work of NPMs around the world and the UK NPM in particular.
