General rules for all car park users

Behaviour not permitted in any University car park:

Interpretation

Failure to display a valid permit and/or a valid coupon clearly, so that details can be clearly seen, will invoke a warning. It is strongly recommended that they are hung from the rear view mirror, as it is the responsibility of the permit holder to ensure their coupon is clearly visible at all times. Repetition of the offence is will result in a £5 fixed penalty ticket to be followed by a civil parking charge.

Altering, tampering, duplication or forging of permits or coupons is deemed to be in breach of the Disciplinary rules for members of University staff. Personnel will be informed and this may result in appropriate disciplinary action by the individual's line-manager. An offence of this nature will result in a withdrawal of parking rights - period of withdrawal to be decided by the Chair and Officers of TWIG and Personnel

Parking anywhere other than a clearly marked parking space for which the driver has a valid permit will result in a warning on the first offence, £5 fine on the second and a civil parking charge on the third offence.

Penalties if the rules are broken

If the rules are broken one of five different measures, explained below, will occur:

Warning notices

These are issued to bring a permit holder's attention to the fact that a rule is being infringed.  There is no financial penalty. There is no appeal against a warning notice but if there is a dispute about the factual basis of a warning, any letter noting such issues will be filed.  Warnings relating to breaches of the rules that took place over 12 months ago or longer are removed from the record. Unregistered vehicle will receive no warning they will be issued with a civil parking charge on the first offence.

£5 Fixed Penalty Ticket

These are issued following a breach of the rules and involve a financial penalty of £5. Only registered individual permit holders can be issued with this type of ticket as the fee is deducted straight from the permit holders salary  An appeal against a fixed penalty notice can be made in writing, to the Security Services Manager within ten working days and this decision is final. Fixed penalties are normally only issued after a  warning has been given.

Civil Parking Charge

As of the 3rd of August 2009 a new enforcement procedure is now in place.  If you are a current permit holder and you fail to park according to the rules you will be issued with 1 warning on the first offence, a £5 fixed penalty ticket on the second offence and a civil parking charge on the third offence.  Any offences after the third offence will automatically result in a civil parking charge.  TWIG has set the civil parking charge at £60, increasing to £120 if not paid within 14 days.

Anonymous vehicles (users not registered with the scheme for example staff, students or contractors) will receive the civil parking charge on the first offence.

By Phone - Credit/debit card payments can be made by calling 0871 2277275 (please have your card details ready).

Cheques & Postal Orders -    should be made payable to CAR PARKING PARTNERSHIP and sent to the above address.  If a receipt is required a stamped addressed envelope should be enclosed.  Cash should not be sent through the post.

Serious Breaches of Rules

Any staff found altering, tampering, duplicating or forging permits or coupons will be deemed to be in breach of the Disciplinary Rules for members of University Staff.

Human Resources will be informed of any such suspected offences and this may result in appropriate disciplinary action by the individual's Line Manager / Head of Department.  Notwithstanding any other action, offences of this nature will result in the withdrawal of parking rights, the period of withdrawal to be decided by the Chair and Officers of TWIG and Human Resources.

Specific rules for Category A (car-share or mobility impaired), B and C permit holders

Interpretation

Permit holders who park in a space where they are not allowed will initially receive a warning. Repetition of the offence will result in a £5 fixed penalty ticket followed by a civil parking charge.

Formal car-sharers found parking elsewhere, other than in their designated space, will result in a fixed penalty fine unless they are using their coupons which allow 10 days of free parking or days of additionally charged parking.  Failure to display the coupon should they park in a B or C bay for the day will result in a £5 fixed penalty followed by a civil parking charge on the third offence.  On any subsequent occasion the team's permit will be withdrawn.

Specific rules for departmental permit holders

Interpretation

If departmental vehicles and users are found not parking in their individually numbered space, a warning will be issued on the first two occasions. On subsequent occasions a civil parking charge will be issued.

If departmental spaces (vehicles, users and visitors) are found to be frequently occupied by vehicles belonging to staff who are not departmental users or visitors may be subject to a penalty, as outlined above.

Departmental vehicles and vehicles used by departmental permit holders with a ‘Roving’ permit may be parked in any car parking space except individual disabled bays.  If found in contravention, a warning will be issued on the first two occasions.  On subsequent occasions a civil parking charge will be issued.

Parking arrangements for non-University staff

Visitors

Interpretation

Any vehicle parking in the Hawthorns visitor car park without a booking will be issued with a civil parking charge.

Non-permit holders parking in a space other than at the Hawthorns will receive a civil parking charge. 

Any visitor that is booked onto the Hawthorns but found parking in another location without prior agreement with Security Services will receive a civil parking charge.

Contractors

Interpretation

Contractors with a valid permit, who park in a Category A or visitor space, will receive a civil parking charge.   Persistent offenders will have their permits withdrawn.
