Parking arrangements for non-University staff
- The car parking scheme applies to all University owned parking spaces in the Precinct (including BRI & central hospitals, Berkeley Square, Canynge Hall and Winkworth House and Student Union).
- The rules set out below only apply if you wish to park at the University between 7am to 5pm, Monday to Friday, on days when the University is open.
- The car-parking scheme is controlled by Security Services. The Travel to Work Implementation Group (TWIG) oversee the management of the scheme.
- Security Officers regularly monitor all car parks. Although these individuals will always give as much help and guidance as they can, they have been advised that they must act when they see a vehicle breaking the rules.
- All information provided to Security Services on application forms or renewal documentation must be true and accurate. Falsifying of information may be a breach of the Disciplinary Rules for members of staff and may result in withdrawal of permit / rights to park.
- Cars are parked at the owners risk and the University cannot accept liability for loss or damage.
- All accidents involving damage or injury in a University car park should, immediately, be reported to the Health and Safety Office.

- In order to park, authorised contractors, Category A, B or C and permit holders, must prominently display a valid permit to the front of the vehicle.
- Non-permit holders are forbidden to park in a University car park unless prior arrangements have been made with either Security Services or an individual department, if appropriate.
- It is the responsibility of all permit holders to ensure that correct and up-to-date details of their vehicles etc are registered with Security Services.
- Your permit must be returned to Security Services if you dispose of your vehicle, cease working for the University or no longer require your permit.
- Category A and C permits can be applied for throughout the year. Category B permits can only be applied for at the beginning of each academic year. This rule does not apply to new members of University staff or existing staff who have a change of circumstance.
- For Category B and C permit holders and Category A (formal car-sharers) a valid pre-paid scratch-card coupon must also be prominently displayed to the front of the vehicle. It is strongly recommended that they are hung from the rear view mirror, as it is the responsibility of the permit holder to ensure their coupon is clearly visible at all times.
- A valid coupon is defined as a coupon with the same permit number as the permit displayed in the vehicle; the current date and month are scratched off sequentially starting from the top of the coupon.
- It is prohibited to alter, tamper, duplicate or forge, in any way, either a parking permit or coupon and this action will be deemed to be in breach of the Disciplinary Rules for members of University staff. It is also prohibited to transfer a permit or coupon to another vehicle, which is not owned by the permit holder.
- No refund will be made on annual permits. In exceptional circumstances refunds may be made on coupons, although not ones that have been partially used. It is prohibited for a University department to reimburse the cost of a permit, although coupon costs can be reimbursed with the appropriate mileage expense claim form.
Behaviour not permitted in any University car park:
- Parking anywhere other than a clearly marked parking space for which the driver has a valid permit. This includes:
- Parking on yellow lines, hatched areas, pavements, and areas marked "emergency services".
- Parking which blocks the entry or exit of fellow car drivers.
Interpretation
Failure to display a valid permit and/or a valid coupon clearly, so that details can be clearly seen, will invoke a warning. It is strongly recommended that they are hung from the rear view mirror, as it is the responsibility of the permit holder to ensure their coupon is clearly visible at all times. Repetition of the offence is will result in a £5 fixed penalty ticket to be followed by a civil parking charge.
Altering, tampering, duplication or forging of permits or coupons is deemed to be in breach of the Disciplinary rules for members of University staff. Personnel will be informed and this may result in appropriate disciplinary action by the individual's line-manager. An offence of this nature will result in a withdrawal of parking rights - period of withdrawal to be decided by the Chair and Officers of TWIG and Personnel
Parking anywhere other than a clearly marked parking space for which the driver has a valid permit will result in a warning on the first offence, £5 fine on the second and a civil parking charge on the third offence.

If the rules are broken one of five different measures, explained below, will occur:
Warning notices
These are issued to bring a permit holder's attention to the fact that a rule is being infringed. There is no financial penalty. There is no appeal against a warning notice but if there is a dispute about the factual basis of a warning, any letter noting such issues will be filed. Warnings relating to breaches of the rules that took place over 12 months ago or longer are removed from the record. Unregistered vehicle will receive no warning they will be issued with a civil parking charge on the first offence.
£5 Fixed Penalty Ticket
These are issued following a breach of the rules and involve a financial penalty of £5. Only registered individual permit holders can be issued with this type of ticket as the fee is deducted straight from the permit holders salary An appeal against a fixed penalty notice can be made in writing, to the Security Services Manager within ten working days and this decision is final. Fixed penalties are normally only issued after a warning has been given.
Civil Parking Charge
As of the 3rd of August 2009 a new enforcement procedure is now in place. If you are a current permit holder and you fail to park according to the rules you will be issued with 1 warning on the first offence, a £5 fixed penalty ticket on the second offence and a civil parking charge on the third offence. Any offences after the third offence will automatically result in a civil parking charge. TWIG has set the civil parking charge at £60, increasing to £120 if not paid within 14 days.
Anonymous vehicles (users not registered with the scheme for example staff, students or contractors) will receive the civil parking charge on the first offence.

By Phone - Credit/debit card payments can be made by calling 0871 2277275 (please have your card details ready).
Cheques & Postal Orders - should be made payable to CAR PARKING PARTNERSHIP and sent to the above address. If a receipt is required a stamped addressed envelope should be enclosed. Cash should not be sent through the post.
Serious Breaches of Rules
Any staff found altering, tampering, duplicating or forging permits or coupons will be deemed to be in breach of the Disciplinary Rules for members of University Staff.
Human Resources will be informed of any such suspected offences and this may result in appropriate disciplinary action by the individual's Line Manager / Head of Department. Notwithstanding any other action, offences of this nature will result in the withdrawal of parking rights, the period of withdrawal to be decided by the Chair and Officers of TWIG and Human Resources.

- Only salaried members of University staff, or in exceptional circumstances, individuals closely connected with the University, may have a Category A, B or C permit.
- Category C permit holders may only park in a Category C car park, Category B permit holders in any Category B car park and neither are allowed to park in a Category A or visitor space.
- From 4pm each day, it is acceptable for Category B and C permit holders to move their car closer to where they work into any available Category B or C parking space respectively, but not in a Category A disabled, departmental or visitor space.
- Category B and C permits holders must display daily coupons scratched off for that day alongside their permit.
- All members of formal car-share teams must live at least 2 miles from the University precinct. Car share teams must have a minimum of two members and two or more members must work more than three days a week (minimum 22 hours)
- Category A permit holders may only park in the parking space(s) that they have been allocated. In exceptional circumstances formal car-sharers may park in Category C car park using their coupons issued for 10 days of free parking or coupons for additional days of charged parking. If anyone in a formal car-sharing team is frequently found to be driving to work on their own then the team's permit will be withdrawn.
Interpretation
Permit holders who park in a space where they are not allowed will initially receive a warning. Repetition of the offence will result in a £5 fixed penalty ticket followed by a civil parking charge.
Formal car-sharers found parking elsewhere, other than in their designated space, will result in a fixed penalty fine unless they are using their coupons which allow 10 days of free parking or days of additionally charged parking. Failure to display the coupon should they park in a B or C bay for the day will result in a £5 fixed penalty followed by a civil parking charge on the third offence. On any subsequent occasion the team's permit will be withdrawn.

- Designated departmental vehicles can only park in their designated Category A (departmental vehicle) spaces.
- Roving Departmental permit holders or vehicles may, when engaged on University business, park in any Category B or C car park but not in a Category A or visitor space.
- Only the individuals named on the departmental application form can only use their departmental users permit in their designated Category A (departmental user) space.
- It is expected that departmental user permit holders, will use their vehicle on University business on average three times or more a week.
- Please note that law requires all persons who drive on the public highway to be adequately and appropriately insured. This means that any person driving even very occasionally on University business must be covered for ‘business use’. It is the responsibility of that person to ensure that their personal insurance policy covers them for such activities. Interpretation
If departmental vehicles and users are found not parking in their individually numbered space, a warning will be issued on the first two occasions. On subsequent occasions a civil parking charge will be issued.
If departmental spaces (vehicles, users and visitors) are found to be frequently occupied by vehicles belonging to staff who are not departmental users or visitors may be subject to a penalty, as outlined above.
Departmental vehicles and vehicles used by departmental permit holders with a ‘Roving’ permit may be parked in any car parking space except individual disabled bays. If found in contravention, a warning will be issued on the first two occasions. On subsequent occasions a civil parking charge will be issued.

Visitors
- A visitor is anyone who wishes to visit the University and who is not a University employee based in the main University Precinct.
- Visitors may park in either the pre-booked visitor spaces located at the Hawthorns only, or in departmental visitor spaces, if appropriate. Visitors parking in departmental visitor spaces will be required to display a permit and will have to arrange for their space through the appropriate department rather than the visitor car parking booking system.
- Visitor spaces at the Hawthorns are exclusively for the use of visitors and must be pre-booked by the department hosting the visitor. These are allocated on a first come, first served, basis. Departments will meet the cost of each space booked for visitors to their department. If there is no provision at the time of booking, visitors should be made aware that they will not be able to park at the University and will have to use alternative non-University parking facilities.
Interpretation
Any vehicle parking in the Hawthorns visitor car park without a booking will be issued with a civil parking charge.
Non-permit holders parking in a space other than at the Hawthorns will receive a civil parking charge.
Any visitor that is booked onto the Hawthorns but found parking in another location without prior agreement with Security Services will receive a civil parking charge.
Contractors
- A contractor is a visitor who has been contracted by the University to provide a service and must park their vehicle in close proximity to the building where they are working.
- In order to park at the University the contractor must obtain a parking permit from Security Services. TWO permits will be issued per project, following authorisation from the appropriate department. Depending on the length of the contract, and regularity of visiting the University, either a temporary or permanent contractor permit will be issued.
- Authorised contractors, displaying a valid permit, may park in any University car park except a Category A or visitor space. Contractors with a valid permit do not need to display a parking coupon and will not be charged for their permit.
Interpretation
Contractors with a valid permit, who park in a Category A or visitor space, will receive a civil parking charge. Persistent offenders will have their permits withdrawn.
